IAS Gagan Bihari Swain Dies under Mysterious Circumstance

Gagan Bihari Swain (58), an IAS officer from Balangir died in a train mishap at Bhubaneswar railway station on 24th June 2013. He was the additional secretary to the State Planning and Coordination department at the time of his demise.

Swain died under mysterious circumstances. As per the reports he jumped before a moving train (Howrah-Puri Passenger) on platform No. 3 at the city railway station in full view of hundreds of passengers at around 4.30 P.M. on 24th June 2013. After the mishap GRP rushed to the accident spot and later identified the deceased as Gagan Bihari Swain.

Swain’s mutilated body was recovered from the tracks and was sent to the Capital Hospital mortuary. The reason for the suicide was yet to be ascertained. So far it has not been clear whether it is a case of suicide or not.

According to sources, Swain’s younger son’s marriage was scheduled to be held on June 30 merely within one week. He was living along with his family in Pokhariput on the outskirt of Bhubaneswar. His elder son lives in the US.

Earlier, Swain was the district collector of Subarnapur. Few days back only he was transferred to Cuttack as an MD to the Orissa Small Industries Corporation Ltd. However, he had not taken charge, saying he was not well and had written a letter to the Government in this context. He was the Additional Secretary Of State Planning & Co-Ordination Dept. after promoted from Director Of Textiles & Handloom. Besides being an able administrator he was also a poet, writer and propagator of Koshli language.


A lot of people especially from Balangir, Sonepur and Bhubaneswar including senior journalist Sudeep Guru, journalist Sanjay Mishra and young business leader Bijan Nayak have expressed their sincere condolence and grief with the early demise of this great soul.

  1. Orissa is hell of worst order for any honest officer. All the persons against whom present CM had reported cases of corruption to CBi are his biggest favourites. He had reported case of misappropriation og polthene worth Rs 3 crores against Sri D.N Padhi, IAS during super cyclone on 29-10-1999. But as soon as he joined as CM, suspension order was cancelled and he was given post retirement job as Chief information commissioner. Just after becoming CM, he had reported fake steel bond case in which MD of IPICOL Sri Aditya Padhi had looted Rs. 18 crores in collusion with MESCO and awarded Kalinga mines to that fake firm. He was made Home Secretary and then Secretary to CM and now tipped to become Chief Secretary. He had also repoeted 55 cases of defalcation the Irrigation Secretary Sri Bijay Patnaik to CBI which had registered 31 cases against him. But after bargainig all cases vanished and he is closest favourite to become Chief Secretary. Now he had been given post retirement job of Chairman, Staff Selection Commission. On 24 June, 2013, 3 IAS Officers were promoted as Chief Secretary who have been Chargesheeted in Vigilance cases-(1) Sri P.C. Mishra, (2) Sri I Srinivasan, (3) Sri U N Behera IAS in charge of 3 departments for 10 years after CBI started inquiry that he had got the job after changing his caste from Brahmin to SC by getting himself adopted by his farm labourer. In thi case also, Sri Gagan Bihari Swain IAS had to commit suicide because he did not have money to pay for closing inquiry against himself. He was also repeatedly transferred as harassment due to being poor. After his suicide, his transfer order has been cancelled in Back date by Sri J.K Mohapatra which also needs concurrence of Chief Secretary, Chief Minister & Governor.
